Each year at the Toastmasters International Convention, the International President announces recipients for a Presidential Citation. This citation is presented to members who have shown continual support and dedication to the organization. Recipients of this citation are selected at the sole discretion of the International President.
Nominations for this citation may be sent to Toastmasters International using the online nomination form. April 1 is the annual deadline for submissions.

District 60’s Dawn Frail awarded Presidential Citation in 2025
Dawn Frail has been a dedicated Toastmaster since 1991 and is widely recognized as a tireless advocate for the Toastmasters program. Over more than three decades, Dawn has contributed extraordinary service at the club, district, and international levels, leaving a lasting impact on District 60 and beyond.
Dawn played a pivotal role in the reformation of Districts 60 and 86, helping establish District 123 through a complex, multi-year process that required collaboration, strategic leadership, and unwavering commitment.
Dawn has served in numerous district leadership roles, including Club Growth Director, Program Quality Director and District Director, and went on to serve as an International Director, 2022-2024. A three-time Distinguished Toastmaster, she consistently exemplifies the Toastmasters values of integrity, respect, service, and excellence. Dawn received District 60’s George Keenan Award for dedicated service in 2014.
Beyond Toastmasters, Dawn actively promotes the organization through her professional work as a leadership advisor, speaker, and author. Known as a true “Toastmaster Evangelist,” she continues to inspire others to grow as communicators and leaders. In recognition of her sustained, high-impact service, Dawn was honoured with a Presidential Citation from Toastmasters International
